Booth Level Officer; A Representative of Election Commission at the Grass-Root Level
For enhanced participation of electors in the electoral process and reducing the electoral malpractices, it is essential to improve the quality of electoral registration process and of the electoral rolls. Booth Level Officer (BLO) is a local Government/Semi-Government official, familiar with the local electors and generally a voter in the same polling area who assists in updating the roll using his local knowledge. In fact, BLO is a representative of Election Commission of India (ECI) at the grass-root level who plays a pivotal role in the process of roll revision and collecting actual field information with regard to the roll corresponding to the polling area assigned to him.

Download BLO Net Application : Full User Guide Of Use BLO Net Application.Under Section 13B (2) of Representation of People Act, 1950, BLOs are appointed from amongst the officers of the Govt. /Semi Govt. /Local Bodies. Generally, one BLO is responsible for one part of the electoral roll. From August, 2006 the Commission has decided to introduce the concept of appointing BLOs who would be accountable for ensuring the fidelity of electoral roll.Mutual funds are attracting huge investment interest. In
September 2017, Equity funds (including ELSS) witnessed monthly net inflow at
Rs. 18,936 crores, a growth of 406% YoY. The net inflow signifies the overall
sentiment of the mutual fund investors, according to an ICRA report. The huge
investor interest is due to the variety of mutual fund offerings which can
cater to every investor’s financial goals.Manish Kothari, Head of Mutual Funds,
Paisabazaar.com points out someone with a high-risk appetite can invest in a
mix of large/mid-cap and multi-cap funds while those with moderate risk
appetite can opt for equity-oriented balanced funds. “Those with lower risk
appetite may opt for debt funds, debt-oriented balanced funds or dynamic asset
allocation funds,” he added.Moreover, the duration ranges from one day to a
lifetime as funds are invested across asset classes like gold, equities,
long-term bonds, short-term bonds & cash. The schemes are also designed as
per the investors risk taking capacity.

Previously, voter-identification slips used to be distributed by the contesting candidates of various political parties and that gave scope for complaints. The preparation of accurate electoral rolls and direct distribution of voter identification slip by the BLOs also boosted voter confidence in the credibility of the election process.
BLO assists eligible citizens to become voters and obtain voter card. BLO provides those different forms for addition, deletion and correction of Electoral Roll entries, carries out physical verification, and gives his/her report to Electoral Registration Officer (ERO) .The BLO interacts with local people/ political parties’ representatives and identifies dead/shifted/duplicate voters to be removed from the electoral roll after due process of law.
Within a few years of introduction of BLO system and successfully using it in successive elections, it has now become an integral part of election management of process.

The Election Commission of India vide 23/BLO/2006-PS-II dated 09.08.2006 has decided to have one Booth Level Officer to verify, scrutinize the voters' list of each polling station in the country, with the specific objective of ensuring purity of rolls for a free and fair election. A BLO will function as a custodian of the Electoral Roll of the part (Polling Booth) assigned to him/her and make a thorough study of the Electoral Roll, make frequent field visits, interact with local people particularly elders and local representatives towards ensuring a healthy and correct Electoral Roll .
The State of Kerala has at present 21932 polling stations and there is one BLO in each of these Polling Stations. Now that the duties and responsibilities of the BLOs are diversified, it has been decided that all the Polling Stations should have BLOs who are willing to undertake responsibilities entrusted in respect of electoral roll maintenance and other election relation works, as directed by the Election Commission of India. The work of a BLO will be in addition to the regular duties of the officer.
